I bet MSFT is buying back their shares on the open market. Why? The answer is very simple. They were held back from buying up some pieces of their internet puzzle due to net stocks skyrocketing.
If I was the CFO, i would seize this opportunity to support MSFT shares while the nets are getting killed. MSFT shares will be considered hard currency for any net start ups and some existing companies. When we see the June earnings release, I would bet that their share buybacks have increased in a big way this quarter.

Maffei must be enjoying the internet stock selloffs and making some big plans---which includes using up some cash reserves to support the stock price.
