I have never heard of companies not being able to buy just before the quarter. What you are saying is than in any given quarter that at least one-third of the days would be off limits for share buybacks. In this case--June 15 to July 20 or so. That seems a little too much of a restriction. Maybe the companies don't buy back a few days after the quarter leading up to the earnings.

However, my guess is that once a company has announced its intentions to buy back----they is no reason to make further announcmemts and therefore proceed with buy backs at the time and price they want.
