As Qwest nears the end of their fiber construction phase, and the investor excitement that generated, I suspect they DO feel a need to acquire a product capability:
- Product development
- Product marketing
- Operational capability
Qwest is currently deficient in all those areas. Unfortunately, USWest's capabilities in this regard are not first-tier either (although superior to Qwest's current situation).

After all, the cool high-bandwidth fiber structure is relatively unprofitable if they don't have any services (particularly consumer) to sell that run on top of it. Simply selling bandwidth to others who CAN create/market/operate products is hanging on to the short end of the stick.

Qwest could be a moderately profitable bandwidth provider for some time to come, but never a major telecom player without the rest of the pieces. Also, I suspect the pure bandwidth opportunity will be a diminishing prospect as LVLT (and successors) come along in the next couple/few years.
