Recent Winner of 36 re-auctioned Licenses to
Discuss State of Industry

SAN DIEGO--(BUSINESS WIRE)--June 14, 1999-- Shorecliff Communications Inc. today
announced that Harvey P. White, Chairman and CEO, Leap Wireless International, Inc.
(NASDAQ:LWIN - news) will present a keynote address at the 1999 C-Block Winners Forum, to
be held at the world-renowned Hotel Del Coronado in San Diego, July 19 & 20.

Wireless communications carrier Leap Wireless International, Inc. was the highest bidder on 36
licenses covering 11.2 million potential customers (POPs) for $18.7 million, or $1.66 per POP, in
the U.S. government's recent reauction of PCS spectrum.

Leap was formerly a part of Qualcomm Incorporated, and Mr. White is one of the original founders
of Qualcomm and served as President from May 1992 through June 1998. Prior to that, he served
as Executive Vice President and Chief Operating Officer and was Director of Qualcomm since it
began operations.

Mr. White will address the state of the industry following the recent FCC C-Block re-auction.
Other issues that will be explored include: PCS 2000, Market Evaluation: The evolution, since the
first C-block auction to the new market -industry analysis; Competitive Climate: A look at the
current players including cellular, PCS, paging; Introduction of new competition including LMDS,
Unlicensed spectrum, etc.; Capital Requirements and License Valuation Analysis; Forging Alliances
