One never knows about these twisted webs.
Let's say the market if not the feds would probably would not go for Bell South taking out US West and Frontier. So let QWEST do it with their inflated stock. Then once the feds open the floodgates and long distance and local carriers can buy each other - Bell South buys QWEST or they do it as a merger of equals.

One can spin scenarios all day on this one. In this morning's interview, Nacchio did say that Bell South was informed. What that means exactly is open for discussion.
