The institutional buyers probably analyzed the stock to go much higher over the LONG term. They were not buying for the SHORT term.
They may not have been aware of the "Shorties" out there. The share price seems to have a pretty good "Fire Wall" at $4.25 .

Three more days and counting. "Free at Last, Free at Last, Thank NASDAQ Almighty, Free at Last".
