Paul - RE: "Intel's 0.18 micron 400 MHz Mobile Pentium II (Dixon QS) runs at 1.5 volts with a MAXIMUM power dissipation of 9.8 WATTS at 400 MHz."

What is that you say???

"Intel's .18 micron 400 MHz Mobile Pentium II (Dixon QS) runs at 1.5 volts"?

Well,

"The mobile Pentium II processor 366 MHz operates at an internal core voltage of 1.6 volts...", and this chip is made on the .25 micron process.

intel.com

So let me get this straight, Intel went to a much smaller die size, but only dropped the voltage .1?

Let me guess your response - "Less power dissipation is more important in notebooks."
