COGNICASE Announces an Important Contract With Locabel, a
Leasing Subsidiary of the BBL (Bank Brussels Lambert) of Belgium

MONTREAL, QUEBEC--COGNICASE Inc. announces a new contract in the
E- Commerce industry in Europe that is valued at U.S.$550,000.
The Company's European subsidiary, Nat Systems, in sub-contracting
collaboration with its partner Comexis, has just completed, to the
customer's great satisfaction, a beta release of transactional
applications development for Locabel's Web site. Locabel is one
of the biggest leasing companies in Belgium and a member of BBL
(Bank Brussels Lambert, ING Group), the second private bank of Belgium.
Locabel uses NatWeb(TM) and NatStar(TM) software, products of Nat
Systems, a wholly owned subsidiary of COGNICASE, to create its Web
site and set up its E-commerce applications (reference lists,
offers of service, client information system and vendor
information system). Nat Systems has a base of 6,500 licensees,
more than 550 customers and more than 300,000 developers around
the world using its products. The company provides advanced
application development software solutions and services for
Web-based and client/server environments.

business partnerships with its clients" stated Ronald Brisebois,

Founded in 1961, Locabel is one of the most important leasing
companies in Belgium and operates in all the sectors of the
leasing market: automobiles and transport vehicles, industrial
equipment, computers and IT equipment, telecommunications and real
estate. Locabel is a subsidiary of BBL (Bank Brussels Lambert)
one of the most important private bank in Belgium which since 1998
belongs to the group ING (International Nederlandse Groep). This
group ranks twelfth in Europe and is placed among the top 30 banks
in the world. Its strategy is based on the identification of
products and the marketing of different types of leasing and rentals.
Founded in 1991, COGNICASE is an international provider of value-
added information technology consulting services, solutions and

including complete and partial outsourcing, WEB/E-commerce
