Hey pea brain, Capital gains were higher after Reagan's 1986 tax act. That was one of the trade-offs that he had to make with the idiot democrats.

As for Desert Storm, Iraq had invaded and occupied Kuwait. So, Iraq was already IN before the U.S. The price of oil went up but demand for oil went way down due to the recession.
