@home restricts the *upstream* speed to 128k because the technology is not strong enough to handle a lot of people sourcing data.

This is one of the many reasons why "open" access is a difficult thing to achieve. With many ISP's and no one in charge how can anyone provide quality service?

You see already how much @Home struggles just to give its present users consistent performance. Imagine how much harder it would be if 30 ISP's tried to use the same infrastructure all at once.
