Here's some comments from the FCC's Kennard in response to the Oregon decision. As most may know, he almost came out and said the FCC will over rule the local decision. The clip below has nothing really to do with the Portland decision specifically. But I thought the interesting part was at the end of the article.

Kennard says the FCC want's DSL to take off. But I must be missing something? I don't see how giving Bell Atlantic fast track permission to allow AOL or Prodigy a piggyback on Bell Atlantic's DSL network is going to encourage Bell Atlantic to upgrade to DSL?

It could have been a mis-quote or I may be missing something. Anyone know?

Baby Bells' Lament
Local phone companies have complained that it's unfair for the FCC to make them open their lines to ISPs, while not requiring cable operators to do so.

Kennard responded in Tuesday's speech. "Let's look at the facts," he said. "We put a proposal on the table for the Baby Bells to operate advanced services in a de-regulated environment. The Bells have been given the roadmap to their liberation. All they need is the courage to compete."

To encourage competition in areas where high-speed Internet access is possible through cable modems, the FCC tried to make it easier for local phone companies to offer digital subscriber line, or DSL service, Kennard said.

"We gave fast-track approval to allow Bell Atlantic to offer bulk discounts on DSL service to large [on-ramps] like Prodigy and AOL," said Kennard.
