Because China is 24 hours earlier than the time here in the US, Chinese national TV broadcast Clinton's not-so-sincere apology somewhat late. As for reporting the "nationalistic repression inside Serbia", I think a lot of those "juicy" report on massive killing were have-not-been-proved rumors. I think someone posted an article from British Guardian newspaper here on this thread also said somthing like that. The media in China do not spread out rumors. And if there is real proof, I think Chinese media will pick up.
Another thing is that a lot of people in Chinese big cities have satellite, and can see CNN 24 hours. I personally know a few of my friends have it. And they can pick up all kinds of US and other Western countries published newspapers and magazines, like Time, News Week, US News and World Report, Economist, and other newspapers. This is not in 60s' any more. Ever since late 70s', it is very easy to access a lot of Western newspaper and magazines in China for ordinary people.
The reason for the US media saying Chinese-government-owned media did not report what has really happened in Kosovo is that they assumed that if Chinese public knew the truth, they would react differently. But this theory can never explain why the Chinese communities here in the US also reacted so strongly about the US/NATO bombing of Yugoslavia, and of course, the Chinese Embassy.
The bottom line is that China thinks the Kosovo crisis IS Yugoslavia's domestic matter, and the conflict bet. serbs and Arbanians goes back a long way in history, and it can only be solved by themselves internally, and it is basically a civil war. Outside forces can only make the matter worse, not better. I think the result from the US/NATO bombing proves this.
China is not an imperialist country, and it will never interfere others' internal affairs. This is the major difference bet. China and other Western countries, and it results in the different policies on Kosovo crisis. China has friendly relationship with Yugoslavia, but China also has friendly relationship with Arbania. So what do you expect China to do publicly?
China now faces a lot of economic difficulties/problems domestically, and the huge unemployment number puts extreme pressure on the Chinese gov. The last thing Chinese gov. wants to do is to interfere other nation's business. While all the US and other developed countries, who have too much money, time, power, and energy, want to do is to interfere others' business. Although personally, I do think they can spend those huge amount of money to solve their own domestic problems. And how do you feel the US gov. takes $10+ billion from Social security surplus and spend them on Kosovo bombing while knowing sooner or later the SS funds is going to bankrupt?
