Yiwu, may I propose a third possibility for China ?
Actually I shouldn't do that as I am by far not qualified to judge either Chinese internal or foreign affairs. I knew about the availability of Western media. For example people in Southern China can watch Fussballbundesliga each Saturday, while I am prohibited from it! And even it is free of charge.
Also I shouldn't judge the US for the way they spend their money, may it come from social security or not, as I am not a US citizen, and such decision is definitely an internal affair. For the other proposals you made I am not so sure whether it is easily possible to define internal affairs and to decide where the limit of this is against a tyranny so serious that neighbors must try to inhibit the tyrant. The example discussed classically in this context is the treatment of the scelerous Hitler by other European nations prior to 1939. After that war was over it has often been claimed that it would have been much less dreadful if those nations neighboring to Germany had executed some force against Germany in the time before the NAZI regime was strong enough to try to oppress other European countries. Regarding the methods of war used by Serbia under their current leader in the Bosnia war it is at least worth a thought whether a similar situation would apply here.
Not being a part of the US population I cannot know anything about the reaction of Chinese communities inside US to the Kosovo war and the bombing of the Chinese embassy. Can you tell me some typical example for the attitude of Chinese Americans to the Yugoslavia war before and after the Chinese Embassy bombing?
And how much may the weight of the Kosovo crisis in the Chinese government media have changed due to the start of the NATO bombing? Was it an important issue even before the Embassy incident or was it of minor importance to China?
In the end I might try to figure out there could be a different way from taking any side in the Serbian/Kosovo-Albanian crisis for China. It should be understood that I will make this proposition in a very humble way and with true reverence for China. I think it might be better for the honor and reputation of China if friendship partners other than both of them, Yugoslavia and Albania, were found inside Europe, or otherwise if the gift of friendship to those smaller partners would not be made unquestioning anymore... I feel China would gain even more stature in Europe if its' influence on both countries could be used in a friendly but demanding way, useful to the human rights and political freedom of the Balkans' population.
