OPEC talking out of both sides of its mouth. A week ago Saudi Arabian and Mexican oil ministers pledged to take additional action if necessary to acheive their $18 brent target price. But today Venezuala says OPEC will consider hiking output as early as September if prices remain strong. Split developing between price hawks and doves?
