Does it mean Mr. House is lying? Absolutely not. This isn't an exact science, and there is plenty of room for both optimistic and pessimistic interpretations. I'm quite sure Mr. House knows who butters his bread, but that does not make him a bad guy, and it doesn't make him dishonest.

I'm not sure I understand your problem here. The way to prove the assets has to be through qualified experts. My impression is that everyone agrees Gordon House fulfills that requirement. I suppose it would be better if some party of equal or better stature who was not hired by Medinah came in for independent verification. But I'm also assuming that if its true his reports are being gone over by parties interested in the properties they must be satisfied enough with his qualifications and feel he's not catering solely to Medinah's wishes. They must feel his reports are objective enough to use them to decide whether they'd like to move on to the next stages, or it seems to me they'd demand something or someone else.
