That is a very interesting exercise. In fact, because the BTK index is heavy on the first tiers, the rest of the biotechs are relatively even cheaper than you indicate. (Even the NASDAQ IXBT index is cap. weighted, so AMGN and the next few companies are a huge part of the index).

It is interesting to note that the SUGN acquisition was a pooling, and so this method is still attractive for the pharmas. This means, as you pointed out, that the window is definitely closing.
