No that is not correct as I found out. I asked T. LaFountain on Tuesday (I think) the same question and his response was that a company should report whatever materially effects earnings at any time......they owe it to the investors and that the quiet period should not interfere with that responsibility. And the fact that both Credit Suisse and First Boston reduced intc's earnings on the same day would indicate that they were given some guidance by intc. Don't you agree?
