Yes you must inform investors at any time .... However the difference is in how you inform them. During non-quiet period you can bring Tad in and tell him all the juicy stuff privately. During quiet period you have to tell the whole world at the same time like in a conference call. I'm not sure if this is a firm rule or just common practice.

You said that several analysts got guidance very recently. I said that they can't get this private guidance during quiet time which I believe, but I'm not certain, started June 13.
