Junipers point is that glass and lasers are great but they don't calculate. Because you need something to process the packets and the optical technology is so fast now, a bottleneck is developing at either end of the transport network and a new internet backbone router architecture is needed. Since Cisco's IOS was designed for a small party and not the 500mm devices projected to be attached to the internet in 2 years, a next-generation IOS is necessary that is free of the baggage associated with any legacy system.

I think their point was that optics and silicon are entirely different ballgames and that neither can encroach on the other for a very long time as there is just nobody who can do it.
