no, he said, "market strains receded--whether as a consequence of our actions or other forces..."

And he didn't say there would NOT be a rate increase. See the paragraph starting "The return of financial market..." about 19 paragraphs down.

The more I read that talk over, the more I am leaning toward a possible rate increase at the meeting. There is an underlying thread to what he is saying in terms of "persistences of certain imbalances pose a risk to longr-run outlook" that seems to leavethe door open.

I think he was being about as oblique as possible - leaving neither a hint one way or the other - approproiate I think.

After watchig theinitial market climb and subsequent fall off, my guess isthat everyone else is thinking they don't know which way it will go either.

Up until I reread that just now, I ws thinking, "well, no increase this month...but why didn't the market keep climbing if thats true?"
