Yesterday, the Senate Judiciary Committee voted 16-1 to approve Sen. Jon Kyl's bill that would prohibit most forms of online wagering. This means that the bill moves one step closer to a vote on the Senate floor. However, the big question still remains: would a ban be enforceable? Tom W. Bell, professor at Chapman School of Law, analyzed the issue for the Cato Institute. Bell says, "An attempt to ban Internet gambling is really doomed to futility...Gambling is very popular in the US, and there's every reason to believe its popularity will carry over onto the Internet."
