The way Central and South American governments seem to work you sure wouldn't want to let them know if the property's worth a lot more than they thought. You'd be guaranteed that suddenly there'd be a few expe$ive problems pop up with the paperwork...

I read a story a few days back about a movie being filmed in Mexico. Suddenly, in the middle of filming, the government (unclear which level) wanted more money for some permits. The producer said "not one penny more" and started packing his bags. Lo and behold, the permits were quickly approved for no additional charge.
