Sorry. A stockbroker is one who purchases and sells securities on a client's behalf. Bill does not do that.

A financial adviser is one who provides specific financial advice for a specific client, in exchange for compensation of some kind (may be commission, flat fee, hourly, whatever). Bill doesn't do that either.

Bill is simply acting as an "independent analyst." No licensing is required. Thousands of newsletter writers do the exact same thing and are protected by the first amendment.

There are some provisions to prevent newsletter writers from becoming, in effect, private financial advisors. Newsletters are -- for example -- prevented from offering answers to individual questions from subscribers unless it is 100% public. Letters to the editor can be answered in print where everybody can read them, but not in any private communication. Bill has never crossed that line. Virtually everything he does is both public AND free. It is neither brokerage nor financial advising as the regulators view them. It's just one guy shooting off his mouth in public. First Amendment protects that.
