Why not? If he had truly acted on his own, it would have been simple to have explained. On Versailles, I am simply referring to the general attitude that the Allies may have been somewhat arbitrary in re- drawing the maps and creating entities like Yugoslavia, especially when they were punishing Austria and Germany, and therefore that they were not sacrosanct...
