I thought that possibly political instability might be at the root of the lack of performance, but someone pointed to me that the fields are far from the areas of turmoil. In the case of HEC, I would guess that the financial situation is still weak, and they will require more money than they have now on hand to exploit the field, the market may be wondering if HEC will have access to traditional financing. These are of course, just guesses.
