Yes, just because of a specifically religious reference. Period.

If your intent is not to proselytize on public, tax-supported property built with public tax dollars coming involuntarily from people of many and varied beliefs, just what is it?
If you wish to promote good behaviour, you can certainly do that without any quotes from the bible.
Why the Ten Commandments? Could the reason be that in fact it is a specific religion you wish to push?
