I don't think it is possible for individuals to get in on the IPO unless they have very tight Prudential connections (translated: you have a big account with them) and even then, it is a small IPO. Punk and Ziegal is a boutique firm specializing in the institutional side of Biotech IPO's so they won't be any help. Nonetheless, it will be worthwhile to buy VaxGen after the IPO as you will have plenty of opportunities to make BIG money here. You MUST remember, this is a VACCINE FOR AIDS. Even if it is only partially successful at first, it will quickly become THE vaccine (after all is another firm going to spend 10's of millions developing a different vaccine if one is already approved) and the AIDSVAX team has a solid scientific method to improve the vaccine (the "sieve" method) after it is approved. What will happen is that once the vaccine is approved everyone else will abandon their research efforts and jump on board with VaxGen and the GP120 technology
