Ken,

It's possible that SNDV had already approached CCUR as a prospective mmkr, but was unwilling to do so if that meant an insider was planning on selling a large block of shares into their buying.

This is just speculation, of course, but were I SNDV, I would have made the ultimatum that insiders do their heavy selling BEFORE they punched onboard if they wanted my support in the marketplace.

Again, just my opinion.
