If they're successful, it will be the best week of 1999 so far. .................. No fewer than 14 IPOs of the 21 deals scheduled to be priced are Internet offerings. But the quality is starting to thin. Seven of these companies reported 1998 revenues of less than $10 million each, and three had no income at all.
