The International Press Service (IPS) reported on October 16 that the turmoil in Central Africa has become a nuisance in Washington. Salih Booker, a highly respected analyst of African affairs commented that the United States lacks a Central Africa policy. Perhaps of greater concern, however, are IPS interviews with unnamed American officials who believe that Angolan forces are not yet finished with their work. With Sassou-Nguesso successfully installed by Angola as the new leader of Congo-Brazzaville, it is expected that Angola will turn its attention to terminating the activities of the UNITA and FLEC rebels in Angola.

IPS also reported on October 16 that American UN Ambassador Richardson won UN Secretary-General Annan's approval for a plan to send an American delegation to Kinshasa to negotiate a return of the UN massacre investigation team without having first achieved the approval of the U.S. State Department, a situation which puts this mission on very tenuous ground. The official American position is that the investigation must go forward for relations between the U.S. and the DRC to normalize. If this IPS report is valid, then one must wonder what negotiating chips Ambassador Richardson is taking to Kinshasa and by whose authority he is taking them there. As an editorial comment, NCN has said before it is worried that Mr. Richardson will negotiate away the guts of the UN investigative requirements, either by design or by mistake. This IPS report is not reassuring.

NCN wishes to draw the attention of its readers once again to the evolving saga of Max Olivier Cahen, the son of a long-time Belgian diplomat who has been linked by Belgian authorities to the sale of documents obtained through contacts in Paris, Brussels and Washington to African leaders on all sides of the battle for Central Africa. The Belgian newspaper Le Soir continues uncovering information about the details of Mr. Cahen's activities. In a recent report by Philippe Brewaeys, published on Le Soir Illustre on the Internet, linkages between Cahen and PLO leader Arafat are established as are linkages between Cahen, Mobutu's mercenary commander, Christian Tavernier, and the Israeli intelligence services. Brewaeys reported that Tavernier, Cahen and the former president of Congo-Brazzaville, Pascal Lissouba, worked as a "triad" and were involved in the rebellion in southern Sudan where mostly Christian and black Sudanese are fighting against the Islamic Government of Sudan, which is more Arab than black. What has caught NCN's attention in is that Brewaeys reported that Tavernier, who led the mercenary support for Mobutu's defense during the ADFL rebellion, placed great value on his relationship with the Israeli intelligence services who have interests in "the Islamist thrust into Zaire and particularly to the frontier with Sudan."

Brewaeys reported that Tavernier has said "without their (Israeli) assistance, it is difficult for me to infiltrate a team." As an editorial comment, there have been rumors of Israeli involvement in the ADFL rebellion but this is among the first indications brought to NCN's attention that there might have been some active Israeli relationship with the ADFL rebellion.
