I agree partially with that statement. "Serious, full-time" is probably the key. I don't agree with this characterization: "I contend that these traders are a very small minority" (in regard to those successfully trading without L2).

Also the EDT industry is still very small. I believe MB had no more than a 1000 customers last summer and my old EDT (who you probably know but I won't mention) was presenting themselves as a "big player". One day, they accidentally forgot to blind out their trader mailing list. They had 14 clients!

I've also spoken with several EDTs recently and they contend their growth rates have fallen off significantly due to the correction and bad publicity in the media. Hard to get exact numbers from that but I don't have any reason to not believe them.
