Self-healing and upgradeable are not the same. As I understand it, self-healing means if there's a fault in the network it can be fixed without shutting down. In other words, traffic is automatically rerouted. Upgradeable means any new whistles and bells can be added through software. Contrary to it being a "one time only sale," it means upgrades will have to be done by the original vendor as no one else would have the codes to do it.

Carriers plan undersea Asian network
Ten carriers have signed a memorandum of understanding to build an undersea optical cable network in Asia.
The Asia Pacific Cable Network 2 (APCN2) is scheduled to begin operating in 2002 to connect Japan, Korea, China, Taiwan, Hong Kong, Malaysia, and Singapore. It will also interconnect with the Japan-United States and China-United States cable networks.
The APCN2 will be a self-healing ring consisting of four pairs of fiber-optic cables and using dense wavelength division multiplexing (DWDM) for a total capacity of 1,280 gigabits per second (Gb/s).
Signing the memorandum of understanding were Cable & Wireless HKT, China Telecom, Chunghwa Telecom of Taiwan, Japan Telecom Co., KDD Corp., Korea Telecom, Nippon Telegraph and Telephone Corp., Singapore Telecom, Telekom Malaysia, and Telstra.
