This is not an overly used or common term. I surmise that it refers to digital electronic switching systems, in order to differentiate them from the original analog forms of electronic switching.

A case in point was the 1A ESS, the original analog ESS out of Bell Labs, as opposed to later variations like the 5E and DMS100s which use 64 kb/s pulse code modulation (PCM) code representations of voice samples, throughout.

Maybe someone else can add to, or correct, this, but it seems to make sense to me on the surface.
