Good buildings can add to the bottom line. If the real estate market is hot, WRS might be compelled to pay for improving a rental building to meet the functional as well as aesthetic needs of employees. To build for themselves, as long as it is not a monument to someone's ego, at a time when the cost of financing is low, on property they already own, makes financial good sense. This is all dependant on the availability of qualified people to fill the buildings.

Many thanks to those of you who explain so much of the technical expertise to the uninformed, such as myself.
