First of all, your broker should go back to school. Anyone can short any stock, the criteria is such that if you short a $10.00 stock you must have $20.00 in the account. Therefore you must have at least twice the amount of the short position in cash in the account. There is no borrowing of stocks like many people have posted.
If the stock begins to rise, the shorters begin to get squeezed since they are a) forced to add additional cash into the account, or,
b) cover their short, at any price

There definately is a large short position on IPMC, don't listen to your broker. I find that many brokers don't know what they are talking about!!
