No -evolution has not been observed in the lab, what has been seen is natural variation and selection. While this promotes the development of individuals with particular attributes, never has it been shown to generate new SPECIES. This has been extrapolated. However genetic engineering DOES offer that possibility- of creating new species- but it isn't evolution it is manufacturing. Evolution is by definition a result of natural processes, through natural selection as put forth by Darwin, and does not encompass genetic engineering.
