The major concern was that the cost to bring Dell to Nashville, and probably any of the surrounding sites that were being considered, was much greater than the tax revenues they would generate. In the case of the Nashville site, the costs exceeded the income by $96M. Three other major concerns were the paltry average salary (est. $24,000 per worker) compared to the area average, traffic congestion and the burden on local school systems. I know many local employers are secretly concerned that the new Dellheads may be recruited from their staff, exacerbating an already tight local job market. On the other hand, Dell would bring some welcome diversification to the local economy. These are issues Dell may have to face if they intend to move into the mid state region.
