But also not sufficient to prove.

I would say the jury is still out on whether the mere fact of the existence of universal free public education a) contributes to, b) detracts from, or c) is irrelevant to the level of civilization of a society.

I think many other factors are far more important in how civilized a society is.

And if I can say so without riling up recent wounds here, IMO the existence and nature of religious teaching and belief can be an important factor in whether a society is civilized.

Of course, we also have to start defining what "civilized" means. That's certainly good for a few hundred posts!
