Okay, now that we've agreed that the original statement was wrong (subject to reconsideration if there is a convincing counterattack by Steven), we can move on to consider your statement: "Can we begin to expect a
civilized,
modern society to provide universal education?"

Unfortunately this is a busy part of my day. But I have some thoughts I will share later which may make you rethink some parameters of that question.

P.S. In the meantime, do you want to modify your question to make it "free (to the student) universal education"? It may make a difference!
