I think a tax break isn't a bad idea. By placing my children in e.g. a private Catholic school (K thru 12) I am reducing their demand on the public education system to zero. I think that should be amortized in part or in whole, say by credits to the private school. If that school subscribes to a minimum Federal standard syllabus.
Such a scheme decreases the "private education penalty" without diluting the funds raised per child schooled. And the competition is perhaps quite salutary to the public school system. Nothing like a better visiting team to motivate the home players. :-)
