Check out prepaid tuition plans. They may be just what you are looking for. You can pay for the college now for just pennies on the dollar, if your kid gets into state college, which I understand is somewhat of a challenge in California, but your kids should be able to do it. They are also, in a limited way, portable, from state to state, within a co-operative that the colleges have set up. You can make monthly payments which are tax deductible, too.
