OK, here is the way it goes, I thought, and I may be wrong, that you were suggesting that ALL high school students take the test in order
to graduate. Which I think is not politically feasible.

If you mean that it would be an extra, like the International Baccalaureate degree, well, there's that for one that is already in place.
