There was a move (I don't recall if it passed) in Alabama to have an exam to be taken by all high-schoolers before graduation. It was in reaction to the fact that so many were being graduated with reading skills in the grammer school range. Many were functionally illiterate. The idea was to not let them get the degree without demonstrating through testing certain levels of education. I think they were only aiming for the 8th grade level. I'll see if I can find something on the net about it.
