Makes me wonder how he has been getting by without it.

Some programs, if they can't find the proper location, just put temporary files in the root, or the directory containing the executable. One could use such a program quite some time before running into trouble, especially if the program does a good job of cleaning up after itself.

P.S. In the good old days, the root had minimal directory space. Programs would become unable to create files, not because the disk was full, but that the root directory was full. The default was 64 files. Anyway, with FAT 32 disks now the norm, that problem is history.
