PRINCETON, NJ -- Americans are giving Bill Clinton minimal credit for achieving the peaceful solution to the conflict in Kosovo, and are doubtful that the military action will serve to deter aggression in similar situations in the future. The U.S. public is also strongly skeptical about the possibility of peace in the region as long as Slobodan Milosevic remains in power.

Bill Clinton last Thursday night declared the result of the military action to be a victory for the United States, but only 40% of Americans interviewed in a new Gallup/CNN/USA Today poll conducted this weekend agree with him. These results vary by partisanship, but not as much as might be expected. Fifty-four percent of Democrats say that the situation represents a victory, while only 34% of Republicans and 33% of Independents agree.
