What we've got here is a sleazy BB stock that was halted by the SEC, with an unknown governance and a habit for failing to carry out disclosure.

Bream's first news release claimed:

Net Command Tech will take immediate steps to position itself with shareholders and regulators as a consistent and forthright communicator, Mr. Bream said

But he certainly didn't accomplish that in this news release, because he didn't say whether Dunavant was still a director or whether he was still the sole director. Nobody knows now who is really controlling the company.
