No, not everyone from what I understand. From my recollection of the web business, you test a new site by putting it on a shared server, and asking only a percentage, maybe as much as 30%, of current viewership to use and provide feedback on the new site. Since the new site is probably on a shared server (in GOTO's case, maybe the stock site's server or a mail server) it will be much slower than SI usually is, which in my estimation runs off of at least three servers, not including mail and admin.
