Robert, a measured and polite response...Even were Milosevic's word questionable, we would have been in a position to use compulsion after he had violated it, and would have had the chance to insert peace- keeping forces in the first place, which might have spared the Kosovar Albanians their misery. Now we have a morass where it is difficult to envision a peaceful resolution. Instead, we, the Russians, and various allies have undertaken an indefinite occupation. It is better than utter defeat, but not a pleasing result, especially if one is convinced that the Administration miscalculated... |
