Gersh: I went back to check the Arms for today and did not see it above 1 as of 2 PM Eastern. However, there have been negative ticks with an Arms over 1 with the market moving up a bit.

I consider this as an instance where the issues (smaller guys) are trying to lead the volume (big guys). That would be consistent with big money slowly unloading shares while the market is being held up or pushed up a bit by smaller buyers. It also could be done in other ways.

To read a market, I depend on the minute-by-minute volume on the NYSE and the NASDAQ together with the Arms and the issues data.

I have seen this last for several days. I will never go long a market in which this is happening.
