Subject 26541 ALL Nasdaq (and some OTC:BB) stocks are mariginable (AND shortable) as of 1 /1/99. The SEC has mandated that ALL broker-dealers (at least the ones that the SEC can control, many are completely beyond HELP!!) - restrict the stocks that retail (ONLY) clients can short. All broker-dealers, their trading desks (using your LONG CERTS), institutional investors, and MM's can continue shorting any stock which they feel they can exploit to their clients DISADVANTAGE. This is a surreptitious, covert conspiracy, implemented arbitrarily and changed at whim based on the broker's ability to steal money from their clients accounts and to better control the market and restore profitability to the SEC orchestrated dog-and-pony show - the BIG PLAYERS.
